If the country where the certificate intended to use is non-member of Hague convention, then the certificate needs embassy attestation. The UAE is a nonmember of Hague convention country.

The UAE embassy will attest all the certificate and document if the certificate attested by the ministry of external affairs, without the MEA attestation on the document it would not be accepted in the embassy.
